Can I do retro labor actions via EPAF??
- No. EPAF will readily handle current period - forward changes in just a few minutes. Retro change in labor re-distributions will process the same as they have via the paper form.
How will "Block Changes" be handled with EPAF?
- Individual units can now process the labor actions internally. Using the same information being gathered and forwarded to Sponsored Programs Administration (SPA), labor changes via EPAF take just a few minutes. These actions will process into the Banner system very shortly after the final S/C/D EPAF approval.
Why do Labor EPAFs have a separate routing queue?
- Recognizing that labor distribution is basically a finance transaction, separate routing was created to streamline things by removing HR from the business process.
Does HR still process / enter labor actions?
- No - once the final "Business Manager" routing level approves, the EPAF will process into Banner typically that night - dependent on proximity to service period processing deadlines.
What if my labor action involves soft-money and has both future and retro application?
- Process the current and future portion via Labor EPAF
- Add SPA to the routing queue as FYI
- Use the COMMENT box to provide SPA with the action details & specifics
- Use the COMMENT box to indicate the true effective date
- If your typical Labor EPAF actions fit this description, add SPA to your default routing and remove as necessary.
Does the Labor EPAF update NBAPBUD?
- No.
What should I keep in mind if my Labor action involves NBAPBUD?
- The Position Action Request form should be completed and processed before the Labor EPAF is processed
- Ensure the Labor EPAF is matching the current information on NBAPBUD
When should I send in my retro Change In Labor form?
- It is recommended that the 'current / future' portion of the action be completed and applied to Banner via Labor EPAF before sending the Change in Labor paperwork. This ensures the accuracy of the dates for the retro-portion.
What if my Labor action has some portion that is retroactive (before the current service period)?
- You will continue to follow the current processes and requirements for the retroactive portion, e.g., 60 day rule, justification requirements., and submit that information via the current Change In Labor Distribution Request (CLDR) form.
